"Chinatown faces a host of pressing issues with respect to the health and safety of its citizens. Hazardous traffic conditions throughout the neighborhood are readily apparent. Speeding along the Bowery, several streets requiring buses to make sharp turns, and exceptionally busy intersections all pose a real danger. I have also received reports of used condoms and syringes discarded near local day care centers and senior centers. Street lighting is inadequate on certain blocks, particularly along Henry Street and East Broadway between Oliver and Pike streets. Because these and other hazardous conditions in Chinatown should be addressed now, I have written to the Department of Transportation, The Department of Mental Hygiene, and the New York City Police Department to alert these agencies immediately to specific areas of need."
